Strategic plans
Strategic environmental plans (SEPs) are drawn up and defined for areas and buildings, covering the short, medium and long term, based on an integrated view of the environment and taking into account environmental sensitivities and the drive for energy transition, whilst incorporating the pursuit of climate mitigation – notably decarbonisation (and the pursuit of carbon neutrality), resilience and adaptation to climate change, the development of the circular economy, biodiversity and natural capital, as well as wellbeing and health.
The comprehensive approach to the services supporting the development of a strategic environmental plan for areas is based on five sequential stages, with a report being drawn up for each one. It begins with (1) the systematisation of environmental information (environmental dynamics, soil, water, ecology, infrastructure, urban areas and other factors), (2) an assessment, for both natural and built-up areas, of the requirements, challenges and opportunities, and (3) the suggestion of options for environmental strategies and programmes for each of the areas. These proposals will be (4) discussed with the relevant bodies at meetings and, potentially, at a workshop, optionally involving stakeholders, and finalised with the (5) proposal for a plan.
